So here comes the question, we recently discussed zonal councils in current affairs class . Last two days back, in our Daily Current Affairs video, I mentioned that the 25th Central Zonal Council meeting was held in Varanasi. It is said that Home Minister Amit Shah assumed the presidency .
So, from that perspective, I asked a question here . How many zonal councils or regional mandals are there in India at present? Recently, the Central Zonal Council meeting was held in Varanasi .
I told you who was presiding over that meeting, Amit Shah . And since a topic called Zonal Council has come to the fore in India, we should have learned some basics about Zonal Councils . Let’s get into the static part here. First, remember the point that zonal councils are constitutional or legal .
If the Constitution, the supreme law of the country, mentions any system, commission, organization, or institution, we call it a constitutional body. We call it a constitutional institution. If an organization functions as the most powerful even though it is not in the constitution, we call it a statutory body.
That is, when we look at a legally constituted body, such as a body established on the basis of an act made by Parliament, as a constitutional body, we need to know exactly which article of the Constitution it operates on. For example, if you see a sentence somewhere that says that the Central Election Commission is a constitutional body, you should ask yourself, ” Okay, it says it is a constitutional body, but in which article and part of the Constitution is there a mention of it?” For example, the Election Commission of India has written about it in Part 15, Article 324 of the Constitution. But whether the zonal
council is in the Constitution or not is not mentioned anywhere in the Constitution. So what is the next option and has it been legally established? The Union Home Minister, who holds the office of Home Minister, will serve as the ex-officio chairperson of the Zonal Council . I mentioned earlier that a meeting was held in Varanasi.
